You could try a new HD, but if you didn't get discs with your system when you bought it, it could be a bit difficult to get it totally up and running. If you can find a copy of XP(home,pro,etc), you can install it and use the authorization code on your tower to get that part up and running. I can be tricky finding the proper drivers without discs.
I would also suggest finding a W7 tower and start over that way. Even a modestly priced unit will likely outperform your XP unit. Also, a lot of programs (latest releases) don't play well with XP anymore. (IE, Adobe, etc.) W7 will buy you quite a few more years of compatibility.
Personally, I would do both- I would put the bad HD in the new computer as a slave and see what can be recovered. The new HD can easily be used in one of three ways- in the old computer if you can get it up and running, in the new computer as a 2nd HD, or you can clone the new HD and place it in storage for future usage.
