I would go with the assumption that you'll finish the basement sometime in the future, just not right now. With that assumption, I'd put up 9 foot walls. We built a house in the early 80's and I'm not sure if 9 footers were even offered to us as an option but I sure wish ours were 9 rather than 8! Food for thought.
