Any CAD program will work. AutoSketch is from the same company as AutoCAD but much cheaper (without all the high end features).
Other programs like Global Mapper or Surfer have the CAD basics but also add overlaying with contour or aerial image data.
Google Earth is used by some for a quick aerial overlay, but does not have the line editing tools.
