 Texas/New Mexico Stateline | The way I have always understood it is we should have 50% of what is left starting from right now. The rate of withdrawal should be gradually slowed each passing year. Say we have 100 ft of saturated thickness right now, we should draw slow enough that in 2062 we should have 50ft left. In 2020 when theoretically 90ft or so would be left, we should draw at a rate where 45 ft will be left by 2070. Etc. It would take constant revisions and new allotments every few years to keep the withdrawal rates slowing.
Problem is we started with 150 ft here in the 1950s and now we only have 30 ft in spots. Shutting the gate after the horse was out. |
