Monsanto started it. They required all sales to be reported in 140K units for the royalty. Just to keep the paperwork easier, seed companies started selling it in 140K units too. Easier than converting to 140K for royalty reporting. Also when you have small seed and sell "50# units" the royalty is higher per unit which makes the seed "look" high.
