If your tower is high enough, I don't think 12 miles is out of the question to receive RTK signal, but it will not be quite as accurate as the repeatability fades slightly the further away you get from the tower. You could use 450 mHz radios if you are concerned about the distance.
I have fields 9 miles from our tower and receive strong RTK signal on 900 mHz.

If you are going to use RTK for drainage work, you might as well upgrade your planting/spraying operations. I have never seen someone go to RTK and then switch back to a lesser signal.
