This is not always the case. Carriers CAN tell if the bandwidth you are using is for the phone itself or if you have a laptop tethered to it based on how the data is flowing through their network. This is exactly how they are catching the few they have caught so far. If they can tell, there has to be a difference in how a phone consumes the bandwidth vs a laptop.
