They charge because they can. However, our contract is over and we purchased an unlocked Nexus-S phone from Best Buy specifically because a friend had mentioned that the phone allowed tethering. We had my wife's simm installed and as soon as we did we got an email from AT&T saying that a smartphone had been detected and we were going to be charged $10 a month.

We've traveled with it and tether our laptops and netbook off of it all the time when we go RVing. We aren't charged any extra for it but that might be because we are no longer under contract, and our phone isn't subsidized and was purchased unlocked.

I will say one thing though - it's a heck of a lot cheaper than what we would have paid to put an internet satellite system in the RV. Those Datastorm auto-point systems were running $5000 installed the last time we checked a few years back ... and that wasn't including the monthly costs.

Anyway, this was one of the best purchases we could have ever made and definitely worth it.
