This really isn't that hard to figure out. Asia's population is way larger than the U.S., but we use WAY more energy per capita than they do. I'm willing to bet my life the same pertains to bandwidth. Each internet connected American is way more likely to use their connection for entertainment purposes than an internet connected Asian - and that requires a lot more bandwidth. Americans simply "consume" way more of everything than anyone else in the world. If we aren't limited in some way until infrastructure can be improved, we'd never get anywhere on the net.
