Pre-2008 NEC the 3 wire building feed (say from a house to a detached garage) was allowed. In that case, a grounding rod would be used at the detached structure, and the neutral-ground bonding jumper (or screw) would be installed.

Since 2008 NEC, only 4 wire building feeds are allowed. With 4 wire feed, the ground and the neutral are NOT bonded.

The earth is a pretty poor conductor of electricity. The ground rod is there for extreme overvoltage situations, such as lightning.
