If I understand you right, the GFI in the garage is fed from a GFI in the kitchen. I have never fed one with another. What they should have done is fed from the GFI to a normal recptacle in the garage and if it is wired properly, it will protect downstream of the GFI. I am not saying there shouldn't have been a new circuit to the garage, because there should have been. But in the past on my stuff this is how I have protected downsteam of GFI. I can't remember the wording on the back of the GFI but it must be wired properly for it to work. Hope this helps. After rereading your original post this will only work if they went from box-box and anythng before GFI is NOT protected.
