Subject: Adjusting deere rear wheels

I am trying to slide my rear wheels on my 4440 in to make room for my axle mount duals and have it set up at the narrowest configuration.

I thoroughly soaked everything with PB blaster. Jacked up wheel. Removed 3 larger bolts on outside. Removed 3 bolts on inside. Tightened up smaller bolts on outside and wedge moved as far as I could move it before I ran out of threads on smaller bolts. I can't move the wheel or the bolt that is perpendicular to the axle. I am not even exactly sure how this perpendicular bolt functions and which way I need to turn it but it will not move either way. What do I try next?
