Subject: Best way to feed bad hay

Southwest Illinois

Have around 30 bales of bad hay that cows barely eat. Feed in 3 bale feeders to cow calf cows. Cows eat 1 good bale a day. What’s the best way to feed this bad hay. Cows will go a whole day without touching it then will slowly eat it. Do not have access to a grinder.
