All of our GMO crops are primarily created by traditional breeding. Traditional breeding creates the framework into which specific traits are inserted.

Current genetic modification techniques are well suited for rapidly achieving certain types of breeding objectives (e.g., herbicide and insect resistance),

In contrast, traditional breeding methods still have the edge in developing crops with some complex traits as described in the attached article.
