Subject: If it rained, what would happen?

Come across this video of an anhydrous tank problem. I was wondering if it rained as this event was going on, would any of the gas tie up on the rain and enter the soil? It is obviously very wind still in the video so the gas is hanging close. Would any of it stay in the soil with a rain? I dont even have access to this stuff, so my knowledge of it is pretty much non-existant.

disclaimer: I simply come across the video. I am not pointing fingers or linking it for any other purpose but to ask about the possible effects to the immediate soil.
