Subject: Wheat straw and tillage

Turkey
This year in Turkey there was not any demand for straw and that made a big mass for second crop tillage we had to wait for burn straw. Notmally i dont want to burn straw and also there are not any combines with straw spreader. My question is
Is it possible to seed second crop corn in to wheat straw pile ?

I have a chopper.( i bought it just last week)

I am thinking first chop the starw pile then discharrow it and try to seed in to this copped file.
Is possible to do it or any other idea??
By the way there is no risk of rain in june and soil is dry
