Subject: PWM problems

I have been having issues with my fertilizer pump on my planter. It is run by a PWM hydraulic motor (Dickey John). I first thought the issue was with the Integra driving it, now I am starting to think the PWM is the issue. The pump starts up very slow and can't keep the proper flow going. It will stop abruptly when I lift the planter or shut the master switch off, just starts slow. Any ideas?

The settings I am using on the Integra are frequency 200, gain 1400, zero flow 42. I started with a gain of 300 (manufacturer suggestion) and kept raising the gain to get it to work at all.
